Is turnitin.com (and like services) an answer to plagiarism?

Turnitin.com compares student papers to text stored on the web and to text within papers already turned in at the site, looking for “lifted” phrases. The company might be performing a valuable service for students and teachers, but their practice of storing the submitted works (in an effort to build up their database and prevent students from copying from one another) is a problem for some. Then there’s the question of whether asking students to submit to such scrutiny is an example of guilty until proven innocent.
